Campus papers like Pandayan (now The Guidon), Philippine Collegian, Ang Hasik, Balawis, and Ang Pahayagang Malaya took an “activist stand on national issues” during the Marcos dictatorship.

Campus Journalism Act of 1991
– Does not mandate the collection of funds.
– Does not define a “technical adviser.”
– Although it explicitly mentions in Section 6, that the adviser’s role is only limited as a technical adviser, each school has their own interpretation or misinterpretation of the term.
– There are, however, instances when legislators have proposed amendments on this law. Examples of these are House Bill No. 7780 by Cong. Lawrence Fortun during the 18th Congress and House Bill No. 4287 by Congs. Raymond Palatino and Teddy Casiño during the 15th Congress.
